A CIA trained agent - with Cover Name Coq Rouge - aka Carl Hamilton, Lieutenant of the Royal Swedish Navy, receives a special mission: to investigate a planned operation in Sweden, Plan Dalet. Hamilton is not popular with SAPO but when all the opportunities to stop the terrorists are tried, he's hired as special agent.
