Grade 6 Up-Higgins does an excellent job of explaining how nuclear submarines are used for military and political purposes in modern-day foreign policy. He concentrates on how submarine disasters have changed the climate of world affairs, but also documents the history and growth, or lack there of, of nuclear submarine programs worldwide. He begins with the August 12, 2000, Kursk disaster and explains what probably happened and how. At the end of the book, he returns to the Kursk and suggests why there were no survivors. Some information is repetitive, and also dated. The author talks about plans and ways to raise the Kursk, which was accomplished in September/October 2001. Higgins uses the disasters as benchmarks in nuclear submarine history, and his main point is that these events have made for a safer program in the United States and an irresponsible program in Russia. He uses sources well and draws solid conclusions to prove his point. Captioned black-and-white photographs support the text.
