Jagdish Tyagi aka "Jolly" (Arshad Warsi) is a struggling lawyer in Meerut, who not only disappoints himself, but also his girlfriend Sandhya (Amrita Rao). He decides to move to Delhi, where his brother-in-law lives, in hope of better clientele. At the same time, a hit-and-run case takes place in Delhi where a Toyota Land Cruiser being driven by Rahul Dewan, tramples 6 workers sleeping on the footpath. Rahul belongs to a wealthy reputed family, who hire one of India's most popular lawyers, Tejinder Rajpal, to get him bail. Rajpal smashes all arguments of the opposition lawyers in the court and Rahul Dewan is released due to lack of evidence.
Jolly takes a stand and fights for justice for the 6 innocent people who were killed by Rahul. He decides to file a Public Interest Litigation. A man named Albert Pinto meets Jolly and claims to be an eye-witness of the accident. Pinto agrees to become a witness in the court. However, since Rajpal is the most experienced, he manages to work his way through and make it all harder for Jolly.
Jolly goes to Meerut on a weekend and asks Sandhya to come to Delhi to attend the hearing in court. But, the day before the hearing, Pinto tells Jolly that Rajpal has collected INR2 crore (US$370,000) from Dewans to purchase the witness. He then reveals that actually he works for Rajpal, and his appearance as an eye-witness was just a plan of Rajpal, as Rajpal wanted to get more money from the Dewans. Pinto offers Jolly INR20 lakh (US$37,000) and asks him to co-operate by not raising any objections.
Jolly is shocked but agrees to it. On the next court date when RahulDewan is called, Pinto mentions that he was not the person whom he saw at that night. Jolly's girlfriend fights with him for this act and leaves him. He is also chided by Kaul Sahab (the elderly canteen owner). Jolly starts feeling guilty and decides to fight the case sincerely. His journey against one of the strongest lawyers of the country begins.
