Robert Wakefield is pas aangesteld als hoofd van de narcoticabestrijding. Maar hij weet niet dat zijn dochter met drugs aan het experimenteren is. Het duurt niet lang voor ze verslaafd is en in de problemen komt. Net over de grens, in Mexico, staat de integere rechercheur Javier Rodriguez voor de onmogelijke taak zijn job uit te oefenen terwijl zijn collega's zich voortdurend laten omkopen.
