In Dead to Rights: Retribution speel je opnieuw met Jack Slate. Hij is een typische norse agent, die het niet al te nauw neemt met de regels en als levensmoto 'eerst schieten, daarna vragen stellen' heeft. Het spel speelt zich af in Grant City, de thuishaven van Jack. De stad heeft met flink wat criminaliteit te maken, wat een doorn in het oog van agent Slate is. Daar moet dus wat aan gedaan worden. In het spel wordt verteld hoe Jack zijn toekomstige partner Shadow ontmoet.
