Gordon learns of the Arkham Plan when he visits Bruce Wayne, where Alfred mentions that Falcone and Mayor James are backing the project that will improve the Arkham District. An unnamed hitman (Hakeem Kae-Kazim) has been targeting the city council members involved in the Arkham Project. After an attack on Maroni's restaurant by three masked men, Cobblepot is promoted to restaurant manager by Maroni, following his action of saving a bag of money and the death of the previous manager. Mooney pits two female singers against each other for her nightclub job opening, with the winner being Liza. Mayor James holds a conference about the Arkham Plan, announcing that Falcone will handle small housing development projects and Maroni will be refurbishing the Asylum. Later, Cobblepot kills the three masked robbers who had attacked Maroni's restaurant, who it turns out had been hired for just that purpose by Cobblepot himself, by serving them poisoned cannolis.

Gotham City is de broedplaats van 's werelds meest iconische schurken, de personen die later Batman, Catwoman, The Penguin, The Riddler en The Joker worden. Wat ging er vooraf aan deze personages? De serie start bij de moord op de ouders van de jonge Bruce Wayne, die we later kennen als Batman. James Gordon, de detective van Gotham, vormt samen met Harvey Bullock een team. Zij moeten deze grote moordzaak oplossen en komen daarmee veel in aanraking met opkomende schurken. In deze aflevering vechten Falcone en Maroni om Arkham, een deel van Gotham. Cobblepot wordt de manager van het favoriete restaurant van Maroni.
