In November 1940, about 15 submarines returned to the docks for servicing, thus considerably reducing the number of U-boats available for missions in the Atlantic. During this period only 32 Allied ships — a total of 147,000 tons — were sunk. Bad weather also contributed to hampering submarine activities, particularly the writer storms which swept across the Atlantic. The U-boats tossed about in the rough swell, and found themselves further handicapped by their small size and low displacement — a serious disadvantage when tracking larger more seaworthy freighters. In December, Kretschmer, Shultze and another two commanders attacked only one convoy, sharing the destruction of four freighters in the process. In a memorandum addressed to High Command at the end of the month, Doenitz stressed that the submarine fleet would greatly benefit from air reconnaissance to detect convoys. Raeder managed to rally Jodl, chief of staff o1 Wehrmacht High Command, to his view and on 7 January 1941 Hitler ordered the Luftwaffe to place a group of Focke-Wulf FW 200 Condor long-range reconnaissance aircraft at the disposal of the U-boat service to help locate Allied shipping.
